Born on September 22, 1935 in the city of Yaroslavl in a family of employees.

From 1946 until entering the seminary, he was among those who served in the altar of the Yaroslavl Cathedral under the Yaroslavl archpastors.

In 1953 he entered the Leningrad Theological Seminary, and after graduating from it, the Leningrad Theological Academy.

On August 15, 1960, he was appointed referent of the Department of External Church Relations and transferred to the Moscow Theological Academy, from which he graduated in 1961 with a Ph. Continuing his work at the DECR, in the 1961/1962 academic year he taught the Holy Scripture of the New Testament at the Moscow Theological Seminary.

On January 23, 1963, by the decision of the Holy Synod, he was appointed Head of the Russian Ecclesiastical Mission in Jerusalem with the elevation to the rank of archimandrite.

On December 22, 1964, by a decree of the Holy Synod, Archimandrite Yuvenaly was appointed Deputy Chairman of the Department for External Church Relations of the Moscow Patriarchate.

By the decree of His Holiness Patriarch Alexy I of Moscow and All Rus' and the Holy Synod of November 25, 1965, Archimandrite Yuvenaly was determined to be Bishop of Zaraisk, Vicar of the Moscow Diocese, with the retention of the post of Deputy Chairman of the DECR.

On April 16, 1976, in connection with the celebration of the 30th anniversary of the DECR, His Holiness Patriarch Pimen honored him with the right to wear two panagias.

Since 1980, he was deputy chairman of the Jubilee Commission for the preparation for the solemn celebration and holding of the anniversary of the 1000th anniversary of the Baptism of Rus'.

In 1988 he was awarded a diploma of the Presidium of the Supreme Soviet of the RSFSR.

From April 11, 1989 to March 22, 2011 - Chairman of the Synodal Commission for the canonization of saints.

From 1993 to 1998 - Member of the government commission for the study of issues related to the study and reburial of the remains of the Russian Emperor Nicholas II and members of his family.

Since 1946, he was among those serving in the altar of the Yaroslavl Cathedral under the Yaroslavl archpastors.

In 1953, having completed his secondary education, he entered the Leningrad Theological Seminary, from which he graduated in the first category.

On October 10, 1959, in the Church of St. John the Theologian at the Leningrad Theological Academy, he was tonsured a monk by Archimandrite Nikodim (Rotov) with the name Yuvenaly, in honor of St. Yuvenaly, Patriarch of Jerusalem.

On November 4, 1959, Metropolitan Pitirim (Sviridov) of Leningrad and Ladoga was ordained a hierodeacon in the Prince Vladimir Cathedral in Leningrad.

On January 1, 1960, Bishop Alexy (Konoplev) of Luga was ordained a hieromonk in the St. Nicholas Cathedral of the Epiphany in Leningrad.

In 1961, at the Patriarchal Epiphany Cathedral, on the feast of the Annunciation, he laid a pectoral cross and a cuisse on Hieromonk Yuvenaly.

On July 7, 1962, for his diligent service to the Holy Church, His Holiness Patriarch Alexy I awarded Hieromonk Yuvenaly the rank of abbot with the laying of a cross with decorations, and on July 14, the right to wear a club.

In the summer of 1960, he participated as an observer in the delegation of the Russian Orthodox Church at the Ecumenical Assembly of European Youth in Lausanne and then took courses for students of theology at the Ecumenical Institute in Bosse (Switzerland).

While working in the Department of External Church Relations, at the same time in the 1961/1962 academic year he taught the Holy Scripture of the New Testament at the Moscow Theological Seminary.

From 1961 to 1983 he was a participant in the III, IV, V, and VI Assemblies of the World Council of Churches.

On July 16, 1962, he was appointed rector of the church in the name of Saints Constantine and Helena in Tegel (West Berlin) and editor of the Stimme der Orthodoxie (Voice of Orthodoxy) journal of the Central European Exarchate.

In 1964, he led the first pilgrimage delegation of the Russian Orthodox Church after the 1917 revolution, which visited the Holy City of Jerusalem and Mount Athos, Jordan, Syria, Lebanon, Greece and Israel.

On December 22, 1964, he was relieved of his post as head of the Russian Ecclesiastical Mission in Jerusalem and appointed deputy chairman of the Department for External Church Relations.

In September-October 1967 he made a trip to Japan for a detailed acquaintance with the life of the deanery. From October 28 to November 28, 1968, the second trip to Japan was made. During his stay in Japan, the first council of the clergy and laity of the Spiritual Mission in Japan was held, at which an appeal was adopted to the clergy and laity of the Japanese Orthodox Church, who were in schism with the Russian Orthodox Church.
